SPEAKING OUT - If you think kids aren't used by the States, you are cordially invited to re-think that. The States, Judges, and Attorneys fail children, parents, and grandparents. Government bureaucracy rushes to include everyone in their programs and perpetuate the very problems they claim to be solving.
just for a side note also, OCS"Office of Childrens Services" is bound in there also, and has its own state plans, with some state haveing qouta's of adoptions that have to be met every year to get there program funds, Florida in one county, has to meet its qouta of 250 adopted kids every year to get its funds.This is the only one we have broken so far, but are close to breaking others, for which we beleive are in fact in existence in every state.
