A Trout Creek woman who allegedly stole $52,623 from the Delaware
County Department of Social Services Child Support Unit was fired from
her position in January, DSS Commissioner William Moon said Friday.

The story doesn't end with this Trout Creek woman stealing the money. Who is going to pay back the children and the taxpayers? Inadequate supervision is what we have been saying all the long. Again, what is Congress doing to tie up the State's lack of professionalism in operating programs where they claim to be helping needy families, while stealing the money out from underneath them. This particular investigation took over 4 years to detect the outright theft.

State Comptroller Thomas P. DiNapoli released an audit Friday
indicating that the Delaware County Child Support Collection Unit lost
$52,623 from 2003 to 2007.

The audit, requested by Northrup, also found that there was
inadequate supervision of personnel responsible for collecting and
depositing child support funds.

Taxpayers are currently footing the bill, largely for their
government to collect and process child support payments for middle and
upper class families. Actual needy families appear to be the minority
of collections through the Federal Title IV-D program.

Again, we need Congress to install more accountability into the Title IV-D program or add eligibility requirements to shrink down the size of these programs so that State Directors can better control their own employees. Don't be fooled by the best interest joke, that involves high paid government officials lining their own pockets at the expense of family and parent/child relationships.

I have been following a fair number of reports where individuals are being caught embezzling from the tax payers, committing fraudulent transfers, and identity theft through the various State Child Support Programs. The programs have grown so quickly that there is insufficient oversight to ensure that the programs help those who have need. Instead the programs are bloated with over-participation and lack of oversight.

The Keizertimes is a publication for the Keizer community, and focuses on Keizer-specific news and events. Recently it reported Former DOJ employee charged with ID theft. It wasn't just identity theft though, it was actual theft from the tax payers and children as well. There has been a tremendous amount of liability associated with identity theft from the State operated and Federally funded child support enforcement programs.

A theft investigation spanning nearly six months culminated in the arrest of two Keizer residents on Friday, Feb. 22.

The lack of oversight involved in the State Child Support Programs are definitely causing more harm than good when it comes to the potential for identity theft, fraud, and embezzlement.

The state sends out child support payments on a ReliaCard debit system. The investigation began when a woman receiving child support payments said more than $7,000 in child support payments were missing from her account. The victim's card had been mailed to a vacant address in Keizer and had been used to withdraw funds from Salem and Keizer-area automated teller machines.

Fort Bend Woman Guilty in Child Support Fraud Ring

If it isn't the actual child support enforcement officers stealing from the taxpayers, then its more greedy participants aiming to defraud taxpayers, parents, and children of green. The Title IV-D program is
plagued with over participation, fraud, and misrepresentation to the public that money is destined for children, but in reality the money goes into everyone else's pockets but the children's. In yet another recent case of Paternity Fraud, there is a clear message being presented. Commit Paternity Fraud or cause cases of Mistaken Paternity and face paying back all the child support money. In an Augusta, Georgia child support case a judgment was levied against a biological mom and a biological dad, from a falsely accused putative father.

Judge David Roper said he felt badly for Kenneth Samuels when he learned the child he had fathered for 11 years wasn't his.

Justice was also shortchanged, the judge said, because Mr. Samuels had been paying child support all of those years.

Last month, Judge Roper ruled that Jamie Hope, the child's mother,
and Oba Wallace, the child's biological father, would have to repay Mr.
Samuels $14,460 in child support he had paid since 1997.

Such an order is unusual, but not unique.

The judge also made sure that the biological father was truly on the hook for the repayment to Mr. Samuels. Once the biological father established paternity, the Judge ruled that it could establish an order back to birth, in this case resulting in repayment back to the alleged father.

"You swore that he was the father when you took out a child support action," Judge Roper told Ms. Hope. He said he considered that action fraudulent and ordered Ms. Hope to repay Mr. Samuels the $14,460 he had paid in child support payments.

In February, Judge Roper ruled Mr. Wallace was liable to Mr. Samuels for the back child support, too. Judge Roper said in explaining his ruling that once paternity is established, a father can be required to
pay back support to the time of birth. Since Mr. Wallace's paternity was established, he was responsible for the child support since the birth in 1997, and responsible for repaying Mr. Samuels.

Be sure to look this judge up and send him a thank you for ensuring that biological parents are the ones that are responsible for their own children not innocent third-parties. In a time where women are having multiple sexual relationships at the same time, they should strongly be encouraged that if you name the wrong man a child's father, that it will cost them!

Cases of mistaken paternity or paternity fraud should be treated as equally important topics, so a child has the opportunity to have a strong relationship with both fit, caring, and willing parents.

The article has a few unqualified statements or very vague statements:

BRIDGETON -- The Sheriff's Department set another record last week when they arrested 34 people on child support warrants totaling $657,688.

In a previous sweep of deadbeat mothers and fathers in September, police rounded up 26 people who owed a total of $500,000.

Barruzza said it appears more people are failing to make child support payments.

"I have no idea why," the sheriff said. "They're ignoring their responsibilities but we won't ignore ours."

For one thing, the article doesn't say what the actual income levels are of the people that were arrested, how many were fathers, and how many were mothers. These simple questions are critically in need of being answered because I am willing to bet that the super-majority of the people arrested are indigent or very low-income fathers that still want to be involved in their children's lives but are instead involved in ongoing battles over finances instead.

I also am very interested to know what the current custody arrangements for those individuals that were arrested are, how many of these arrested parents missed Christmas with their children, and how many were arrested at Custody exchanges in front of their own children. It is likely that the progam is just being used by vindictive ex-partners as a weapon to oust one parent from their children's lives. The program hardly focuses on the best-interests of children but rather on bureaucratic financial incentives, especially when children see their own parents arrested by law enforcement around the holidays.

I was particularly in shock that the highest county law enforcement officer that is elected in his County says "I have no idea why" regarding the increase of why parets are unable to meet the often-times steep child support obligations forced on them even though the parents are continuously involved with their children. The common-sense answer would be likely attributable to increase unemployment, illegal immigration, increased participation in food assistance programs, increased poverty, etc. Someone should consider recalling Sheriff Barruzza for participating in such a scam of the taxpayers and being so ignorant.

The child support enforcement program is plagued with fraud, faulty accounting, and continues to burden parents that are actually involved with their children. The program was originally intended as a way to recuperate money lost through welfare expenditures, now it is a tool for middle and upper-class families to continue feuding over finances once they have dissolved their personal relationships with one another. Parents fall into the bureaucratic trap of fighting while government enjoys increased expansion and employment numbers.

The overwhelming number of the participants in the programs are middle and upper-class families that have been enabled to fight on the taxpayer dime. We need to shrink these programs back to their originally intended size and purpose to protect the taxpayer, parents, and children so it cannot be used to oust fit, willing, and competent parents from their children's lives or used to force financial hardship over equally fit parents.

The child support program is a federally funded grant program under Title IV-D of the Social Security Act. The Title IV-D program actually rewards states for encouraging and creating"single-parent families." The program is plagued with unnecessary expenses, fraud, errors, and theft.

The Title IV-D program compensates the states based on expenditures, so the more the state claims it spends the more money the federal government kicks in.

The Title IV-D program is watered down with over participation because the majority of the participants are 200% or greater above the poverty line.

The Title IV-D program does not reward the state for keeping families intact or for encouraging that parents equally participate in their children's physical upbringing.

When stealing from the nation's children is not enough the often unsupervised and unaudited government employees resort to stealing directly from the coffers that are designed to help our nation's elderly and most needy.

The WFTV.COM Website covering Channel 9 in Florida reported on December 7, 2007 that 3 Women Charged With Stealing Public Assistance Money From DCF. Most importantly, the occurrences of fraud going on in both the welfare system and the child support enforcement system are not isolated issues but widespread problems of government waste and lack of accountability. "There has been a failure to proect the taxpayer from abuse, fraud, and embezzelement with most of the programs in our welfare system" states Lary Holland, author of this blog.

"TALLAHASSEE, Fla. -- A state Department of Children and Families employee and two other women have been charged with stealing more than $1.5 million in state assistance money."

Just a couple of weeks ago another State worker was accused of taking child support money on this same blog. Notwithstanding the outstanding amounts of fraud occurring in just the welfare system, there have been a continual number of issues mounting with the child support enforcement program.
