The program originally was intended for the needy in Michigan, but then the program was expanded to focus on revenue generation, by drawing more federal title iv-d grant money into the program, and now functions mostly as a collection service for middle and upper-income feuding families. Instead of serving the needy, the program now serves mostly the greedy and drowns out the voices of the minority lower-income families.
